You have to get a waiver granted by your local CBS affiliates in order to get that channel. It’s federal law, not DirecTV rules. The reason for this is because your local affiliates have invested money in the advertisements you will see on your local station whereas the Los Angeles affiliates also have a similar investment for 381 (it’s the local CBS feed for LA).
If DirecTV is already providing your local CBS feed you will NOT get 381. DirecTV won’t even consider it.
If, however, DirecTV does not provide your local CBS affiliate they will gladly submit a waiver request to your local station. Only 1 out of every 5 on average will get granted. This process can also take up to 45 days and if you’re denied you have to wait 60 days from the date you were denied to submit another request.
